Up to this point in redemptive history it was lawful for Jews to marry Jews. Now, a tectonic shift was taking place. In the kingdom of heaven Jewish identity has been revealed in Jesus, the Son of God.
A Jewish follower of Jesus would not be permitted to marry a Jew who did not believe Jesus is the Christ, the Son of the living God.
